Message to Pilots from ALWG

To All Pilots:
Please remember:
You are responsible for your E Services entries and
for verifying your pilot qualifications before engaging in any CAP flight
activity. Please do not expect your check pilot to make E Services entries for
you after a check ride as it is your responsibility. I urge you to use extreme
care when making entries to be sure you make all of the appropriate entries and
to check the appropriate boxes. The following can, and will, effect your
qualifications as they appear on the FRO report:
1: When entering check ride information, you must
enter a questionnaire for each aircraft you are qualified in to retain those
qualifications. Example: You are qualified in a 182, 172, GA8,and your personal
PA 28.
You then take an annual check ride in a 182. You
must submit a questionnaire to your check pilot for each aircraft AND make he
same entries when entering the check ride into E Services to remain qualified in
each aircraft. Omitting any questionnaire will cause that aircraft to disappear
from your qualifications.
2: If your check pilot authorized you with Cadet O
Ride permissions, remember to check the appropriate box when making entries.
That is the last item when entering your check ride.
3: If you are instrument rated, and you demonstrate
proficiency on a Form 5 check ride, be sure to check the appropriate box when
making entries.
4: Don't forget to enter your new medical and FAA
flight review dates when you accomplish these. If either expires, you will be
automatically removed from the AFAM / FRO report at the end of that month -
regardless of your Form 5 status.
It is advisable that each pilot check his or her
profile / qualifications regularly - especially on the first day of a
month. If something expires for you that would cause you to be removed from
the list, it will most likely be reflected on the first day of a new
month. It is also advisable that you check your qualifications after any new
entries are made to be sure you did it correctly and that it
"took".
Do not get into a situation where you go fly only
to later learn you were not qualified / authorized. The new WMU system should
prevent this. However, you could make big plans for a day or a SARX only to find
your qualifications are not in order. I get several irate calls about someone
falling off the AFAM / FRO list. A quick look often reveals that it is a
simple matter of the pilot having forgotten to make a necessary entry. However,
the AFAM / FRO report is only updated once a day (0200 each day) that will cause
you to reappear on the report. Simply put - Plan Ahead to include verifying your
qualifications.

Funded Flight Hours Available for Mission Pilot Training
ALWG Stan/Eval Officer Donnie Todd has granted ALWG squadrons 4 hours per month maintenance-free flight time beginning 01 NOV 2007 for proficiency flights directly related to Form 91 checkrides and Mission Aircrew proficiency. At Maxwell Composite, priority will be given to Mission Pilot-Trainees [MP(T)] and current Mission Pilots (MP) and who have all required tests and prerequisites completed, are proficient in all required maneuvers and ready for the checkride. ALWG requires a pre-checkride recommendation from an IP prior to scheduling the actual Form 5 or Form 91 checkride. Pilots needing remedial training should arrange that training with an IP prior to requesting funded flight time.
If you wish to utilize the no-maintenance-charge flying for your unit aircraft, you must use one of the following scenarios / guidelines:
1) Be a current mission pilot working on proficiency with another mission pilot on board as a safety pilot. Log this time as mission symbol B12 with a specific profile. (See CAPR 60-1, 4-2, d.)
2) Be a qualified/rated CAP Mission Pilot trainee flying Mission Pilot training flights. You must have a mission pilot or mission instructor on board. Log this time as mission symbol C17.
3) Existing mission pilots can use this time to transition from 172 to 182. (Mission symbol C17). The Form 5 check ride can be counted against the no-maintenance-charge free flying time if not already fully funded. Initial transition checkrides (Form 5s) are the only Form 5 rides covered under this program. Recurring Form 5's do not qualify.
4) Take a Form 91 Mission Pilot Checkride from a qualified Mission Check Pilota: Recurrent training / proficiency in mission flight profiles.
Emphasis Items
1) To emphasize: each ALWG aircraft will have four hours of MX free flying per month. The pilot must still pay for his fuel.
2) This MX free flying is available to all current mission pilots and any pilot who is otherwise qualified to become a mission pilot. Non mission pilots who have not met other requirements (i.e. total time) may not participate except as an observer / scanner.
3) Each flight must be reported to Donnie Todd, via email, and include the following information: date of flight, aircraft ID, pilot(s) and CFI if applicable, hobbs flight time, and the flight objective. Please be sure you know who is going to provide this information. I prefer to get it from the actual pilot. If I do not receive this information, you may not get credited for the flight.
4) There will be no rollover hours regardless of the reason you did not use the hours.
Remember, at times there may be a fully funded mission that will pay for fuel and maintenance.Needles to say, if you are flying under a mission symbol such as A7, and the entire check ride is funded by the Air Force, do not use this program because fuel and maintenance is already fully paid by the Air Force. ALWG is paying for the 4 hours mx free flight.
How to Enter MX Free Flights into the Alabama Wing Flight Tracking System and WIMRS?
When you get to ALWG Tracking System entry, enter it just like you would any other B12 or C17 flight. Check “NO” when asked “100% funded mission?”. (VERY IMPORTANT!!)
Then, email Donnie Todd the flight crew names and their roles, such as CFI, mission pilot trainee or safety mission pilot. Also include date, aircraft N Number, flight objective, mission symbol (B12 or C17) and hobbs flight time.. (This email to Donnie is a most critical step, as no one above the Squadron level knows you are utilizing the maintenance cost free program if you do not report it. If you do not report it as required, it does not get reported at the end of the month and your squadron account will be charged for the flight.)
The Wing flight tracking software will show you as owing for the flight - but you will not have to pay for it. Donnie Todd will report mx free time - per aircraft - and Bob Dorning will not charge the squadron for those flight hours on that aircraft.
Finally, enter the flight in WMIRS. Do not change how you would enter the flight into WMIRS for any other B12 or C17 flight.
So, in summary:
1. Call to schedule a maintenance free flight, so your squadron commander or training officer can parse out the flight hours among the unit fairly. If you are from another squadron, DO NOT use the MX free flight for another squadron's aircraft without making arrangements with the appropriate person for that squadron. Failure to do so could result in your paying the mx for the flight.
Remember: The fuel must be purchased by the pilot(s). There is no provision for the AL WG to pay for the fuel.
2. Log either B12 WITH PROFILE or C17.
3. Flight Release Officers Remember: Your Form 99 MUST indicate the B12 profile for this and all B12 flights.
4. Enter the flight in Alabama Wing flight tracker as you would any other flight.
5. Enter the flight into National HQ CAP WMIRS as you would any other flight.
6. Remember, there are four hours per month per aircraft. Also, they do not carry over to the next month. Unused = Lost.
